2-Prepare the batter and fish: In a mixing bowl, combine the dry ingredients: 1 1/2 cups flour, 1/2 cup cornstarch, 1 tablespoon baking powder, 2 teaspoons kosher salt, and 1/2 teaspoon cayenne pepper.
